A Healthy Foundation

  • Healthy communities and business environments enrich all Washington residents.

  • Advances we make to make insurance more affordable, accessible and easy to navigate better equip people and businesses to make ends meet.

  • Sure it's fun to point fingers, but there's three pointed back:  we are stronger together, and we need a healthy Washington insurance market to equip our people and businesses to compete in a global economy.

Specific Areas of Focus

Affordability

  • Identify and mitigate root causes driving up costs.

  • Review opportunities to reduce risk and associated costs.

  • Examine best practices and available opportunities to create value.

Coverage Access

  • Find opportunities to broaden market participants

  • Analyze environmental data and risk mitigation strategies to attract and maintain market choices.

  • Encourage innovation and convenience.

Service Experience

  • Consumers should expect a consistent level of service, not the runaround.

  • Prompt, courteous and helpful service can be achieved when we create basic standards when some of the best service organizations on Earth collaborate (many are located right here in Washington).

Challenges in Washington State

  • The Office of Insurance Commissioner approves the rates which companies charge, but there's no magic wand.

  • When coverage goes up 20% a year, that means in just five years the cost has increased 207% .

If you run a business and your price increased 207% in five years, would you still be in business?  If gas or groceries went up 207% in five years, would your salary or wage keep pace?

Should coverage to fix an arm or a leg COST an arm and a leg?

Elect an Insurance Commissioner committed to keep Washington business competitive and able to pay a living wage.

Let's work together to help Washington State make ends meet.

Affordability

1

Conversations at the water cooler or over coffee about experiences with insurance can involve coarse language.

Insurance is a contract between the company issuing coverage and the person or business buying the coverage and agreeing to its terms and conditions.

When a person or business uses their coverage, they may have questions or concerns about how much they may owe, or how the coverage works (or did not work).

By creating a working model of basic standards for Customer Experience, without going to a single-payer model, we can help those water cooler or coffee talks be positive.

We can do better.

Treat Me Like a Customer

3

  • Washington has diversity in population centers, geography and climate.

  • Where we live, how we live and choices we affect access.

  • Regulatory policy intended to protect may also inhibit access.

We want to create a healthy insurance environment that strengthens access to coverage, covered services and consumer choice.

A single-payer, government run approach to health care is not the answer.

How can we do better?

Access to Coverage

2

A majority of health plans in Washington include separate "non-medical" lines of coverage for dental, vision and hearing. Related data is not shared, even when the same plan administers the coverage.

The health insurance status quo reflects the separation of professionals, facilities and suppliers for each category or "silo" as well as legislative policy to "cover" the category.  For example, not all states mandate coverage for hearing loss.

Turns out that the mouth, eyes and ears are connected to the body.

What's more, a growing body of evidence suggests eye, ear and teeth preventive exams can detect disease early on...or manage a chronic condition more effectively.

What if we work with stakeholders to talk to each other (or to themselves), in a data kind of way, to close care gaps?

What about Prescription Drugs?

Would you (or your doctor) like to know how effective a drug was in clinical trials?

Would you like to know how effective the drug is you've been prescribed?
